I am taking a chance to ask the first question here. I am an international student in the PhD program trying to find a job in this tough job market. Some universities require you to answer the question - "are you eligible to work in the US?" I am not sure what the answer to that question should be? I think I am eligible but they are probably not interested in doing the paper work for the work permit. I would appreciate any thoughts on this matter. Thanks

Answer the question candidly. If you have not obtained practical training, your answer may be "I hold the F-1 visa, and would be able to work pursuant to practical training or an H-1B visa."
If you currently have practical training permission to work, you could answer "I hold the F-1 visa, and have practical training permission to work until (date). Permission to work could be extended through the H-1B visa classification." Remember, the practical training classification permits you to work only in the field in which you graduated.
It is my experience that the vast majority of universities are willing to undertake the process for the H-1B visas. The fact that you will need an H-1B should not hurt your chances for employment.
